Signet Bank has promoted George J. Franz, Andrea C. Hagans and Sandra L. Miller to assistant vice president. Franz, who is in the Loan Administration Division, reviews loan portfolios for the bank's Maryland and metropolitan Washington regions. Hagans, who is in the Baltimore Money Center, sells money-market instruments. Miller, who is in the Trust and Financial Services Division, manages the investment portfolios of the bank's trust clients. Stephen A. Newhouse has been appointed to the board of directors of Lucas Bros. Inc. He is currently vice president of the Contract Furniture Division, located in Howard County. Lynn B. Sassin has joined Gordon, Feinblatt, Rothman, Hoffberger & Hollander as a partner in the Trusts and Estates Department. She is a former partner with Frank, Bernstein, Conaway & Goldman, where she specialized in the administration of estates.

* Piper & Marbury has added a husband and wife to the staff of its Easton office, which opened in 1989. Broughton M. Earnest has become resident partner in the Easton office. He was previously the senior partner of Earnest & Cowdrey P.A. of Easton. Ray L. Earnest also joins as an associate. She was formerly an associate at Earnest & Cowdrey. Lynda C. Runkles has been promoted to director of human resources of Katz, Abosch, Windesheim, Gershman & Freedman, P.A.

* Reznick Fedder & Silverman, Certified Public Accountants & Business Consultants, has established an affiliate, Reznick Fedder & Silverman, Municipal & Financial Services Group Inc. The affiliate focuses on financial and economic planning, especially in the public sector. Its staff consists of Edward J. Donahue 3rd, Myron A. Olstein, William T. Rule 2nd, Jack Qutub, Andrew J. Haugh and Judith R. Singleton. Theresa C. Boer has been named admissions officer at Essex Community College. She comes from the Maryland Department of Education where she was a certification specialist in general education development. Alan Hochman has been named director of business development for the Downtown Partnership of Baltimore Inc. He comes from the Marriott Corp., where he was a director of real estate development. The partnership is a public/private non-profit organization formed to create a cleaner, more prosperous downtown. He will be responsible for marketing downtown Baltimore as a good business location, particularly for retail use, working to fill vacant commercial space, and assisting small businesses in various ways. Kurt Elam has joined WBAL-TV as an account executive in the sales department. He comes from WTVR-TV in Richmond, Va.

* WBAL Radio has named Bob Cecil local sales manager. He was previously sports marketing director for the radio station.

At the plant:

Randall S. Sullins has been promoted to brand manager-spices for the McCormick/Schilling Division of McCormick & Co. Inc. Earlier in his career he worked for Kraft Foods Inc. as a food technologist.

Charles J. "Joe" Sobota has been promoted to maintenance manager for the McCormick Flavor Group's Hunt Valley Condiment Plant and Refrigerated Distribution Center. He will also be responsible for the plant's wastewater treatment operation as well as the planning, preparation and execution of all major capital projects.
