Accomplishments:For two years, has worked with residents of Lake In the Woods Apartments, a 303-unit complex in Lansdowne, Baltimore County, to improve community morale and living conditions; after the community was shakenby a homicide in 1988, helped establish positive relations with residents and began recreation and other programs for youngsters

Recipient's comments: "They were actually victims in their own homes, victims of their living conditions and years of neglect. We (COPE unit members) are problem-solvers. Instead of just putting a bandage on the problem, we try to heal the wound. The ultimate goal is to turn the neighborhood around."
