Three Carroll delegates -- Donald B. Elliott, R-Carroll, Howard; Richard N. Dixon, D-Carroll; and Richard C. Matthews, R-Carroll -- votedMonday against a bill lowering the age for mandatory kindergarten attendance from 6 to 5.

The administration bill, which passed both chambers, is intended to ensure that children receive an early start in their education.

It now awaits the governor's signature.

POLICE MONEY DELETED

A legislative committee that resolved differences between the proposed House and Senate versions of the capital budget has deleted $150,000 in design and planning money for an expansion ofthe Maryland State Police Westminster barracks, said a Carroll senator.

Sen. Charles H. Smelser, D-Carroll, Frederick, Howard, said the appropriation was deleted in anticipation of the governor's veto. Expansion of the barracks is not included in the state's five-year capital program until fiscal 1996. The money could be used in the next fiscal year for more immediate purposes, he said.

The House Appropriations Committee included the money in its capital budget at the urging of Delegate Richard N. Dixon, D-Carroll, a committee member. The expansion project would give police more space for administration, processing of suspects, and communications. The police facility on Route 140 was built about 30 years ago and has not been expanded.

The governor vetoed the same proposed appropriation in the current year'scapital budget.
