Thomas M. Sullivan, 77, an engineer influential in the development of airports in Dallas-Fort Worth and New York City, died April 7 of heart failure in Dallas. Beginning in 1947, Mr. Sullivan was chief of aviation planning for the Port Authority of New York and New Jersey. In the 1950s, he played a major role in the design and construction of what is now Kennedy International Airport. He helped develop New York's La Guardia Airport and New Jersey's Newark International Airport.
