Seminar on comprehensive zoning in Baltimore Co. at Hunt Valley Inn

A half-day seminar on the 1992 Baltimore County Comprehensive Zoning Map process will be held April 16 from 1:30 p.m. to 5:30 p.m. at Marriott's Hunt Valley Inn on Shawan Road in Hunt Valley.

The law firm of Nolan, Plumhoff & Williams is sponsoring the event in cooperation with the county's Office of Planning and Zoning and the League of Women Voters of Baltimore County.

Entitled "Comprehensive Zoning: A Land Use Tool," the seminar will bring together community leaders, engineers, developers and planners to discuss all aspects of the zoning process, which will begin this summer. Also on the agenda is a discussion of the procedural changes that have occurred since the Baltimore County Council adopted the 1988 maps.

Scheduled speakers include P. David Fields, director of the county's Office of Planning and Zoning; Jack Dillon, a senior planner for the county; Jean M. H. Jung, a long-time member of the League of Women Voters; Jack Barnhart, a businessman from Essex; William H. Hesson Jr., an attorney and principal with Nolan, Plumhoff & Williams; and County Councilman C. A. Dutch Ruppersberger III, D-3rd.

There is no registration fee, but each participant will be charged $25 for program materials. April 9 is the deadline for reservations, which can be made by contacting Barbara Delano of Nolan, Plumhoff & Williams at 823-7800.

Preliminary arrangements have been made with Comcast Cablevision of Maryland to broadcast segments of the program after April 16 so county residents can learn about the rezoning process.

The number of construction permits issued during the first two months of 1991 for single-family housing units in the Baltimore area was 1,064, a drop of 31 percent from the 1990 figure of 1,548 units, according to the Baltimore Regional Council of Governments. The two-month dollar amount for new residential construction permitted was $81,859,000, down nearly 50 percent from the comparable 1990 figure of $161,020,000, the council reported.

Maryland's Department of Housing and Community Development has announced that $68 million is available for mortgage financing and is encouraging eligible families to

Mayor Kurt L. Schmoke will be the keynote speaker at the annual meeting of the Greater Homewood Community Corp. April 5 starting at 7:30 p.m. in the auditorium of Union Memorial Hospital, University Parkway near North Calvert Street.

Fourteen residences in Federal Hill and Fells Point will be open the public from noon to 5:30 p.m. next Sunday, April 7, the 20th anniversary of the Historic Harbor Home Tour.

The tour will showcase residences ranging from authentically restored 18th and 19th century dwellings to two new apartments in the Henderson's Wharf complex on Fell Street. Also open will be the Captain Steele House and the Robert Long House, both in Fells Point.

Tickets for the tour are available in advance for $10 each at the offices of O'Conor, Piper and Flynn Realtors in Catonsville, Dundalk, Federal Hill, Fells Point and Greenspring.

The Johns Hopkins University and Knott Development Co. have begun renovating the old Ivy Hall apartment building at the northwest corner of St. Paul and 33rd streets. When the $2.4 million project is completed this September, the five-level building will contain 12 four-bedroom student apartments on the upper three floors, with university-related office and retail space on the two lower floors. Ivy Hall is one of several that Knott is renovating for Hopkins as part of the university's housing renovation program. Frank Gant is the architect.

Washington Homes Inc. of Landover reported that it recently had its best sales week in the 26-year history of the company, selling 109 homes in the seven days ending Feb. 18. The sales came as part of a selling campaign that yielded 150 sales during the 10-day period around Washington's Birthday.

"The program was a total success and the result of a combination of the lowest interest rates in years, pent-up demand of first-time homebuyers, increased consumer confidence" and the company's continued emphasis on building affordable homes, said company President Geaton A. DeCesaris Washington Homes is one of the 10 largest builders in the Baltimore-Washington area and has divisions in Maryland, Virginia and Pennsylvania.

Gene Novak of Wallace H. Campbell & Co. Inc. has been elected president of Maryland Chapter No. 16 of the Institute of Real Estate Management for 1991.

Other newly elected officers include: Beverly Schwink of Savage Mill, president-elect; David Thomas of Wallace H. Campbell & Co., treasurer; and Thomas Crostic of W. C. Pinkard & Co., secretary.

Elected members at large were Jeremy Sibler and Benjamin G. Proctor Jr. of Wallace H. Campbell & Co., and Thomas D. Murphy of Frederick Realty.

Mr. Proctor was also named Certified Property Manager of the Year by the chapter in recognition of his contributions to the property management industry and the community.
