2 new appointees join Balto. Co. government

William R. Snyder, 65, of Timonium, a senior vice president of Crown Central Petroleum, is Baltimore County Executive Roger B. Hayden's choice as Liquor Board chairman.

Snyder, who is to retire from Crown Central in December, replaces Leo B. Mason, a 1987 appointee whose term expires April 6. Mason says he had been planning to leave the $11,500-a-year post.

Hayden's appointments secretary, Carol Hirschburg, had no comment on whether there would be a replacement for another board member, Robert S. Knatz, whose term also ends April 6.

H. Emslie Parks, 60, a Towson attorney and former colleague of Hayden's on the county school board, has been confirmed as the county attorney by a unanimous vote of the County Council. He replaces Arnold E. Jablon, who becomes a deputy county attorney.

And Deputy Zoning Commissioner Ann Nastarowicz, 36, has resigned to take a one-year spiritual retreat in the Catskill Mountains, doing volunteer work for the Siddha Yoga Dhan Ashram. No replacement has been chosen, Hirschburg said.
