By a vote of 363-58, the House approved $60.8 million for part of its committees budget in 1991, up 7 percent from 1990. The measure (H Res 92) funds about half the cost of House committees and subcommittees, which number approximately
180, with the balance provided by the legislative branch appropriations bill.
A yes vote approved the resolution.

HOUSE: CALIFORNIA DROUGHT
By a vote of 387-23, the House sent the Senate an emergency bill (HR 355) authorizing $30 million for U.S. Bureau of Reclamation drought-relief measures in California and other Western states.
Although no opponents spoke against the bill, questions were raised about $12 million for upgrading the Shasta Dam, which serves California's Central Valley.
A yes vote was to help Western states, including California, to cope with drought.

HOUSE: S&L; CLEANUP
By a vote of 225-188, the House sent the White House legislation (S 419) providing $78 billion for the second phase of the savings and loan bailout.
The bill authorizes the Treasury to borrow $30 billion in "permanent losses" to be used mainly to reimburse lost S&L; deposits. It also enables the Resolution Trust Corp. to borrow $48 billion in "working capital" for overseeing seized properties, money the RTC hopes to recover by selling those assets.
While a credit burden on taxpayers, the new costs have been declared "off budget" by Congress and thus are not counted in the fiscal 1991 deficit. With the new money, the cost of the S&L; bailout reaches $80 billion in permanent losses and $108 billion in recoverable working capital, plus borrowing costs over several decades. More than 500 insolvent thrifts have been acquired or targeted by the RTC, with taxpayers expected to pick up the tab for several hundred more before the cleanup is completed.

SENATE: TO PENALIZE JORDAN
By a vote of 43 for and 57 against, the Senate refused to kill language penalizing Jordan for siding with Iraq in the Persian Gulf war. This preserved an amendment freezing $55 million in fiscal 1991 economic and military aid until President Bush certifies that Jordan is helping the postwar Middle East peace initiative. The vote occurred during debate on a spending bill (HR 1281) later sent to conference with the House.
A yes vote was to kill the amendment.

SENATE: MILK PRICE SUPPORTS
By a vote of 60-40, the Senate approved an increase of approximately 30 percent in the support price for milk produced under federal marketing orders. The language was added to a fiscal 1991 appropriations bill (HR 1281), but stricken in House-Senate conference when President Bush said it could provoke a veto of the bill.
Supporters said that the increase was a temporary measure to protect plummeting dairy incomes, adding that it would barely affect store prices if wholesalers and retailers showed restraint in passing it through.
A yes vote was to raise milk price supports by 30 percent.

By a vote of 88-12, the Senate confirmed former Florida Gov. Bob Martinez to head the National Drug Control Policy Board, replacing William J. Bennett as the new drug czar.
