Westminster Mayor W. Benjamin Brown wants to thank county residents who served in the Persian Gulf war during a celebration on the Fourthof July.

The mayor suggested a parade from downtown Westminster to the Carroll County Farm Museum. Monday, the County Commissioners said they'd like the county to help plan the occasion.

Executive Assistant Robert A. "Max" Bair suggested the celebration could be on Memorial Day instead of the Fourth of July.

Commissioner Elmer C. Lippy Jr. said no band would be available for a parade on the Fourth of July.

"What's a parade without a band?" he asked.
