Saying they will use the recession as a breather from the pressures of growth, official from Carroll and the rest of the Baltimore regionlast week told a University of Maryland panel that they need to takeanother look at growth management.

Carroll Commissioner PresidentDonald I. Dell, who attended the daylong conference on growth at theUniversity's Maryland Institute for Policy Analysis and Research campus in Baltimore County Wednesday, said the county supports regional approaches to growth management.

Professors at the conference are proposing an 18-month study to review how other governments across the nation and world have dealt with population increases and will try to show some of the causes for suburban growth patterns.
