Gerald J. Markowitz becomes president and CEO of DISC Inc., a financial software company. DISC is a unit of AGS Computers Inc., which is a NYNEX company. Markowitz replaces Albert M. Harris, who left the company.

Fran Tracy is promoted to vice president of government affairs for Blue Cross and Blue Shield of Maryland. She had been director of government affairs. Before joining Blue Cross, she was director of governmental and public relations for the Maryland Department of Health and Mental Hygiene.

At The Prudential's agency in Timonium, Joseph R. Green is appointed a special agent and registered representative. He was formerly a manager with Color Tile.

At Greiner Inc., four staff members are promoted to vice

president. They are James M. Cloud, chief of architecture and manager of the institutional division in the Mid-Atlantic cluster; C. Michael Dougherty, division manager of surface transportation; S. Murray Miller, chief geotechnical engineer and company technology leader; and Renaldo Ng, structural projects manager and deputy division manager for surface transportation. Greiner's Mid-Atlantic Cluster includes offices in Pennsylvania, Ohio and Virginia as well as Maryland.

Mary A. Klecka is named media director for Adams Sandler Inc. She previously held a similar position with Babbit & Reiman Advertising in New York, where she handled all media for the Trump Plaza Hotel & Casino account. Before that, she worked at Vansant Dugdale Advertising in Baltimore, where she supervised all media activities for accounts including Trump Plaza and CoreStates Financial Corp.

At Moneypenny Inc., Robyn Freedman is promoted to marketing director. She was previously creative director for the firm.

The Baltimore Sun Co. names Jerry Babicz facilities director. His newly created department will be responsible for building and equipment maintenance, renovation, construction and security.

The U.S. Postal Service appoints Rita J. Fowler postmaster of the Crownsville post office. June B. Scott is appointed postmaster at Grasonville.

Charles Cresswell becomes district representative for Rep. Helen Bentley, R-2nd. His duties include overseeing her three district offices and representing her locally when she is in Washington.

Ruth Anne Fulger is appointed associate director of nursing for the Levindale Hebrew Geriatric Center and Hospital. The 288-bed specialty hospital and long-term care facility is a constituent agency of The Associated Jewish Community Federation of Baltimore.

At the Columbia FreeState Health System, Dr. Elizabeth Harlan Crowe joins the Family Medicine Department; Dr. Maria del R. Ames joins the Neonatology Department; and Dr. Gloria Hernandez Fuentes joins the Pediatric Department. A health-maintenance organization, Columbia-FreeState is a subsidiary of Blue Cross and Blue Shield of Maryland.

At Patapsco Federal Savings and Loan, James D. Lucas Jr. is appointed president; Michele J. Kelly, vice president; and Debra A. Brockschmidt, controller.

A former director of the Baltimore County Economic Development Commission, Lucas most recently was vice president of Atlantic Builders. Kelly has worked for Patapsco for 25 years; Brockschmidt has been with the thrift for 16 years.

Dane R. Eckert is appointed executive vice president and senior financial planner at Kissinger Financial Services Inc. He previously was president of Loyola Investment Services Inc., a division of Loyola Federal Savings & Loan Association.

At Axe-Houghton Management Inc., a subsidiary of the investment management group of USF&G; Corp., Donald F. Burke is named a senior vice president, responsible for the management of the Baltimore office and its investments. Joseph B. Sindelar Jr. is named a vice president for fixed-income management and David L. Moore Jr. is named a vice president for asset/liability and asset allocation management.
