Anthony L. Ward becomes vice president, business development, for Essex Corp. of Columbia. Essex provides training, support services and information systems to government and industry and manufactures digital-optical systems and processors.
Ward was previously with ARC Professional Services Group.
Debt collection
Tom Lee is named district manager of the district sales office in Baltimore recently opened by Transworld Systems Inc. of Rohnert Park, Calif. He was previously district manager of the debt collection company's Washington office.
Insurance
John Karanik is named president of personal insurance for Maryland Casualty Co. He was previously senior vice president and chief operating officer of personal lines with Atlantic Mutual Insurance Companies in New Jersey.
Michael L. Krupsaw is promoted to associate for the consulting and engineering firm Rummel, Klepper & Kahl. He has 17 years experience in the civil engineering firm. His specialties include highway design, hydrologic and hydraulic analysis, storm water management and erosion and sediment control.
James E. Grady is named vice president of asset
management for The KMS Group Inc. He is responsible for directing the complete property management function for the commercial real estate developer. He previously served as vice president and partner of Virginia Realty Development Corp. in Richmond.
At Kayne/Levin/Neilson/Bavar Realtors, Thomas C. Martel is named president. He has been a vice president of the firm since 1981, and principal in charge of industrial/office sales since 1985. He succeeds Allen Kayne, who served as the firm's president for 20 years and will remain at KLNB as a principal and will continue sales and brokerage activities.
In his new position, Martel will oversee the firm's day-to-day operations while continuing his sales and brokerage activities. He joined the firm in 1974 from W.C. Pinkard. He specializes in the development, leasing and sale of industrial real estate and investment properties.
Geoffrey S. Mitchell is named chairman of the x Baltimore-based firm of Semmes, Bowen & Semmes. He specializes in banking, architectural and international corporate law and has been with the firm since 1968. He succeeds William R. Dorsey 3rd, who will now work full time in legal practice and trials and in active involvement with major clients to revitalize the Port of Baltimore.
Washington-based Patton, Boggs & Blow expands its Baltimore office with the addition of three new partners.
Read K. McCaffrey, James L. Lekin and James R. Deveney 2n were previously partners at the Baltimore firm of Whiteford, Taylor & Preston.
McCaffrey is a litigator specializing in consumer law, commercial and product liability. Lekin concentrates his practice in banking, bankruptcy and creditors' rights. Deveney has worked in the real estate finance area but has recently focused on reorganization and bankruptcy.
Kenneth L. Bargteil is named national manager for customs brokerage for Kuehne & Nagel Inc. He is also a vice president and the licensed corporate officer. He will be responsible for regulatory compliance and sales nationwide. Bargteil, who was previously branch manager of the Baltimore office, will be succeeded by Robert W. Hutchins Sr., formerly sales manager. Hutchins will continue his duties in sales in addition to his new position.

John W. Eller Jr. is named director of operations for CMG Health, a national mental health and chemical dependency firm. He will be responsible for the start up of new contracts, customer service, product design and administration of ongoing programs. He most recently served as vice president of clinical operations for the Biopharmaceutics Division at Pharmakinetics Laboratories Inc.
