The Glen Burnie Elks Lodge 2266 recently honored three police officers for their contributions to the community and in law enforcement.

Officer Suzanne Roberts was named Police Officer of the Year from the Western District and Officer Norman Milligan was named Police Officer of the Year from the Northern District. Trooper of the Year went to Cpl. Roland W. Rose of the Criminal Investigation Section from Barracks P in Glen Burnie.

* Roberts joined the Anne Arundel County Police Department in 1980 as a police cadet. As a cadet, she served the department in variousassignments for 3 years. In January, 1984, Roberts was appointed asa police officer and graduated among the top of her class at the police academy. She is now a 10-year veteran with the county police department and works in the Criminal Investigation Division.

After completing one year of uniform patrol assignments in the Northern and Western Districts, she was transferred to the Narcotics Section, she worked as an undercover student at a county high school and with the Annapolis City Task Force on drugs.

Officer Roberts returned to uniform patrol duties at Western District until she was transferred to CID. Roberts maintained a high profile in her patrol area, making several arrests, especially in breaking and enterings, thefts and burglaries.

She has been trained as a field training officer for new officers, instructing them for one to three months as they are assigned tothe platoon. Roberts has participated in public service television promotions for the fire and police department and been photographed inEmergency magazine while assisting the Emergency Medical Techniciansin public relations


She has been known to dress asMcGruff the Crime Dog and has lectured to Severna Park and Crownsville Elementary school students.

In addition to her police work, Roberts is a member and the lead singer of the band "Third Degree," which is composed of several police officers and one police civilian employee. The band volunteers their time playing for a benefit for children with Spina Bifida. Each December they entertain at the Glen BurnieElks Club for the Children's Christmas Party.

* Milligan is notedfor his professionalism and the respect he receives from his peers and supervisors. He is consistently at or near the top of his shift in performance statistics. Last year he wrote nearly 400 traffic citations and more than 150 warnings. He has made more than 100 arrests, including 47 DWI arrests, one of the highest totals in the entire district.

Milligan is a voluntary member of the Northern District's Bat Patrol, and has worked to clean up one of the county's worst open-air drug markets.

Through his and others' efforts, the crime rate in Freetown Village and the surrounding area has fallen dramatically,and the drug market has all but disappeared.

Milligan has worked for Anne Arundel County Police Department for one year, after workingwith the Howard County Police Department. He has been cited by the Mothers Against Drunk Drivers for his aggressiveness and diligent drunk driving efforts.

Milligan is a student at Anne Arundel CommunityCollege, working on a degree in Secondary Education. He is also involved in the Family Ministry at his church.

* Rose joined the Maryland State Police in July 1970 and was promoted to corporal in 1982. He has worked in both rural and metropolitan areas as well as in uniform and as a plain clothes investigator.

Last year Rose investigated two homicides and numerous other criminal investigations including rapes, sexual offenses, arson, armed robberies, kidnapping, child abuse and all types of drug cases.

He has also conducted many administrative investigations including applications for firearms dealers licenses, private detective and special police commissions, handgun permit applications, as well as trooper, cadet and civilian applicationsfor state and county positions in Anne Arundel County.

He is alsoan expert child interviewer and has aided numerous troopers to bringcases to successful conclusions.
