Saddam is still a menace


PEACE ON Saddam Hussein's terms? That's what the Iraqi dictator proposes with his condition-laden offer to withdraw from Kuwait, even as his army crumbles under relentless military pressure from coalition forces. He maneuvers for time, propaganda advantages and the chance to survive as an influence in the Middle East.

Basically, he wants to save his own posterior and what's left of his army. There is nothing in Saddam's history to inspire trust. A cease-fire would allow him to rebuild his military capability and resume his military agenda. The region is imperiled as long as Saddam remains in control of a formidable military threat.
