State names Penn to fill insurance post


A. Samuel Penn, the head of a special Governor's Insurance Commission to investigate insurance issues, will become the number-two person at the state's insurance division, according to William A. Fogle Jr., Secretary of the Department of Licensing and Regulation.

"He brings a wealth of ability and background to the position," Fogle said today, confirming that he will make the appointment in the next week. "I think it is a tremendous asset to the state to get this management expertise," he said.

Penn, who is filling a position that has been vacant for about a year, will be responsible for the day-to-day operation of the state Insurance Division, which is part of the Licensing and Regulation.

The insurance commissioner is John A. Donaho, who was appointed to the position in May 1989.

Penn, 56, was an executive vice president at PHH Corp., a business management services company based in Hunt Valley. He retired from that position in 1989 and became the executive-in-residence and member of the faculty at the College of Notre Dame of Maryland, a women's liberal arts college.

He was also appointed chairman of the Governor's Commission on Insurance in May. Fogle said the new position should not interfere with his chairmanship since the work of the commission is nearly finished.
