Loren Scheiber is appointed vice president, director of utilities, for Riemer Muegge & Associates Inc. He will provide right-of-way and facilities design for public utility clients including C&P; Telephone Co. and Baltimore Gas & Electric Co.

Randi Abse is appointed associate creative director for Campbell-Ginn & Associates, a Baltimore-based advertising and marketing agency. She previously ran her own creative services company, Mixed Media. Before that, she was creative supervisor for the Washington office of Needham Harper Worldwide.
Accounting
Salvatore P. Ercolano Jr. is named manager in the Towson commercial accounting department of Clifton, Gunderson & Co., accountants and consultants. He will have responsibility in the manufacturing, construction-related, savings and loans, automobile and health care areas. He was previously senior manager in audits and business consulting with KPMG Peat Marwick and a supervisor with Coopers & Lybrand.
Andrew A. Charchalis returns to private practice as a sole practitioner. He was previously associated with Shelter Can -- American Group and with the Rouse Co. He will specialize in individual tax work, small business accounting and consulting.
At Glass, Jacobson & Associates, Cheryl Greenberg is appointed staff accountant.
Eugene J. Hinman is named assistant director for tactical systems of the Johns Hopkins University Applied Physics Laboratory. For the past five years he has led combined major efforts in Navy ship combat systems development, integration and evaluation as head of the APL Fleet Systems Department, and will continue to serve in that position.
He joined APL in 1962 as an associate engineer.
Dr. Jerome P. Reichmister is appointed orthopedist-in-chief at Sinai Hospital. As the former assistant chief, he succeeds Dr. Robert Zadek who will continue in private practice after heading the department for 22 years.
In addition to his new responsibilities, Reichmister has been president of the hospital's medical staff since 1989. He is director of orthopedic education at Sinai, and has been an attending surgeon at the hospital for 21 years. Kristine A. Crosswhite, William S. Liebman, Glenn C. Campbell, William W. McAllister and G. Randall Whittenberger are named partners in the law firm of Miles & Stockbridge.
Crosswhite and Liebman practice in the Litigation Department, and Campbell practices in the Corporate Department in the Baltimore office; McAllister is a litigator in the Easton and Cambridge offices and Whittenberger is a litigator in the firm's Frederick office.
At Kaplan, Heyman, Greenberg, Engelman & Belgrad, Steven R. Freeman is named a partner. He practices in the areas of civil and criminal litigation. He joined the firm in 1985. Before that, he was an assistant state's attorney for Anne Arundel County.
Frederick W. McGowan is appointed assistant vice president, special investigations, for Maryland Casualty Co. He was most recently national manager of a special investigation unit for Aetna.
Vincent Freaney is named vice president, personal insurance operations, for the company. He will oversee customer service, policy writing, policy service and administration for the company's Personal Insurance business.
He was previously vice president of northeast operations for Allstate Insurance Co.
At the plant
Michael P. Traskey is named director-organization development for McCormick & Co. Inc. He joined the company in 1983 as manager-human relations for the Management Services Division. Before that, he held positions with PHH Group Inc., Borg-Warner Chemicals and GEICO.
Financial services
Financial services: Marie P. Fiester and Keith S. Hahn are promoted to vice presidents for Signet Bank.
Fiester, who works in the Trust and Financial Services Division, is responsible for all tax services related to trust accounts and clients. She joined the group in 1969.
Hahn, who works in the Equipment Finance and Leasing Division, is a commercial equipment loan officer. He joined the bank in 1986 after working for Armco Inc. as an account specialist and credit analyst.
