James Joseph Devine Jr., who retired from the Navy as a chief petty officer and worked as a government communications specialist, died of cancer Tuesday at the Fort Howard Veterans Administration Hospital. He was 65.

A mass of Christian burial for Mr. Devine, who was a Pikesville resident, was being offered today at St. Charles Roman Catholic Church, 101 Church Lane, Pikesville.

Before his retirement in June, he worked as a cryptographer for the Department of Energy in Germantown and for a contractor.

He retired from the Navy as a communications technician in 1963.

A native of Hartford, Conn., he had been a resident of Rockville for many years before moving 10 years ago to Pikesville.

He is survived by his wife, the former Nancy Harris Kane; a son, Patrick J. Devine of Sylacauga, Ala.; two stepsons, Thomas W. Kane of Rohrersville and John David Kane of Chesapeake, Va.; two stepdaughters, Colleen Ellison and Teresa Kane-French, both of Poquoson, Va.; a sister, Mary Devine Nevin of West Hartford, Conn.; and 12 grandchildren.
