Bush's union


THE STATE of the Union, judging from President Bush's address Tuesday, does not have much room for major cities staggered by epidemics of homelessness, AIDS and crack. Or for 40 million lacking medical insurance; the fifth of all children who live in poverty, or the male high-school graduates earning less, after inflation, than at any time during the past 20 years. Intractable problems worthy of national attention are not part of Bush's union.

In the Middle East, Bush stands up to lead the world. At home, he waits to manage each crisis as it happens to come along.
