Frances M. Sachs is promoted to senior accountant for McCormick & Co. Inc. She will be responsible for compliance accounting as well as financial reporting and analysis, and will continue to manage the corporate general ledger and corporate fixed asset system. She joined the company in 1986 as associate corporate accountant, her position until this appointment. Before that, she was a staff accountant for Wolpoff & Co., and taught in Baltimore City Public Schools.

Chamber of Commerce:

David Uhlfelder, CPA and senior partner with the firm of Kamanitz, Uhlfelder and Permison, P.A., is elected to serve a second term as president of the Pikesville Chamber of Commerce.

To your health:

Booker T. Carter Jr. is named vice president of operations for the Columbia-FreeState Health System, a subsidiary of Blue Cross and Blue Shield of Maryland. He has almost 20 years experience in the insurance industry.

Dr. Luisa F. Massari joins Maryland General Health Care Centers as a family practitioner. She will see patients at the Timonium walk-in center on East Padonia Road.

John L. Fitzgerald is named chief executive officer/president of the Bon Secours Health System Inc. He will oversee the operation of the system and its facilities. He joined the system in 1989 as chief operating officer with responsibilities for all of the acute-care and long-term care facilities. Before that, he held a variety of positions with the Hospital Corp. of America.

At CMC Occupational Health, a provider of health services to employees, Tressa Springman is appointed director of information systems. She was previously systems product manager for Pharmacia Diagnostics in Columbia, and served as project manager for Electronic Data Systems Corp. of Plano, Texas. CMC is a subsidiary of Harbor Health Systems.

Frieda M.A. McWilliams joins the Daiwa Bank Ltd. as a vice president in its Baltimore Loan Production Office. She will be responsible for business development and lending activities in the Baltimore/Washington and Richmond, Va., regions. She was previously vice president in the National Division of Maryland National Bank. Diawa is one of the 10 largest banks in Japan. Last year, it acquired 15 loan-production offices from Lloyds Bank Plc.

Robert W. Widmer is promoted to vice president of the Construction Services Division of Harkins Builders Inc. He will be responsible for developing new work for the division in the commercial, retail and office tenant markets, including preparation or renovation of office interiors for specific tenants. He will oversee construction and coordinate in-house personnel. Widmer has been with Harkins for 12 years, most recently as senior project manager. He is currently directing work on the rTC Villa Maria School addition in Timonium as well as the Walker Daniels House, a residential project for the elderly in Baltimore.

The Johns Hopkins University Applied Physics Laboratory appoints 19 staff members to its senior professional staff. They are: Root Brown Gorelick, mathematician; Paula M. Palmer and M. Constance Finney, administrators, and Stuart Goemmer, Joe V. Myers, Gregory A. Kirk, Jeffrey L. Girsch, Gerald E. Sommer, Mark A. Smalley, Holly H. Hamilton, Richard D. Tschiegg, Arthur J. Klaunberg Jr., Alberto A. Russo, Chris C. Chan, David Louis Marable, James D. Hunter, Richard L. Cannon Jr., Richard Stellabuto, Craig L. Myers, engineers.
