Accomplishments: No matter what she does through the rest of her promising athletic career, Howard will always hold one meet record. A repeat winner of The Harford County Sun's Female Athlete of the Year award in 1989, Howard set a new meet record (18:35) and came within two seconds of the course record for her second straight victory at the final Hereford Invitational Cross Country Meet in October. She followed that up by winning her third straight county, regional and state Class 2A championships. At the state meet in November, Howard turned in a time of 19:40 as she ran through a pouring rain. At Harford Glen in October, the 17-year-old won the county championship by more than two minutes over sophomore teammate Monica Beall. Her time of 19:21 set another record for the course. Last spring, Howard won two gold medals at the state Class 2A Track and Field Championships. She won her second straight 3,200-meter title in 11:29.1 and her first 1,600-meter title in 5:15.8. Earlier in the season, Howard set school records in both the 3,200 (11:06) and the 1,600 (5:12.4). She won the county title in all three distances. She remains unbeaten in the state at 3,200 meters. In addition to her running prowess, Howard was also a standout on the basketball court. She averaged 10 points and 10 rebounds a game as the Cougars went 15-7 and reached the regional finals. A good ball handler, Howard could shoot from inside or outside and get good positioning on rebounds as a swing player.
