Annapolis, Md,--2/7/19--Gov. Larry Hogan defends his executive order to start the school year after Labor Day during a press conference on Thursday. Sen. Paul Pinsky, a Prince George’s Democrat, is chief sponsor of a bill that allows local school boards to decide when their schools should open. Hogan says he'll submit a bill that would make school boards get voter approval if they want to start before Labor Day. Kim Hairston/Baltimore Sun.
