Two out of 10 Marylanders would pay more in income taxes. The rate would not go up, but exemptions and deductions would be phased out for higher incomes. Individuals who make more than $100,000 and joint filers earning more than $150,000 would see a phase-out of the $2,400 personal exemption. Taxpayers earning more than $100,000 would be able to take only 90 percent of federal deductions available now. Those earning more than $200,000 could take 80 percent.
