From a Times article regarding the military draft lottery as it was explained by Col. James L. Hayes 3rd at a presentation to the Howard High PTA.
"Currently the draft call for 1970 is 225,000 on the national level. This would mean that a surplus of 175,000 eligible men will exist. Yet this would be inconsistent with the fact that all 366 numbers are likely to be called in 1970 for the services would be calling 175,000 more men than were required. Also, if Maryland is missing its quota by 20 percent, at the present time, then some other state must be exceeding its quota if the national level is being maintained. With the apparent surplus of men available, no adjustments should be necessary.
"Col. Hayes also stated the appeal board for Howard County, and every other locality, is composed of volunteer members."

"One Attorney For Tax Commission; the Court Holds that Commission Cannot Appoint Two General Counsel, But That The Way Is Clear For The Selection of Either Senator Hammond or Senator Beck: Counsel For Tax Commission Not A State Officer
"Under a decision rendered by the Court of Appeals Wednesday the position of general counsel to the State Commission of Maryland is not 'an office' as the term is used in section 17 of Article 3 of the State Constitution, which renders any member of the Legislature created or increased the emoluments of an office ineligible to fill it. The court holds that there was no power under the law for the commission to appoint two attorneys as general counsel, and that consequently Comptroller Harrington was right in refusing to honor the requisition for seven months pay for State Senators Edward M. Hammond and William M. Beck, who had been appointed as such general counsel."
