Dismay over someone taking advantage of no parking zone [Letter]

'm a huge movie buff and I always go to the theater at Columbia mall. At the front of the theater, there is an inlet from the road for picking up, dropping off, handicap ramp, deliveries, etc. Last winter, I started noticing a car with FPD license plates parked there. FPD is fire, police department. I thought nothing of it, thinking he/she was on business.

Then, I noticed it more and more. A few friends I have made there were talking and, to my dismay, I was told the driver is a retired policeman and he brings children, parks there and watches a movie.

What is this policeman saying to the public and, more importantly, to the kids he brings?
