Howard police charge two men in 2013 Columbia murder

Howard County police have charged two men in the murder of Omar Oliver, 39, who was killed outside the Berkshires apartment complex in Columbia two years ago.

Raymond Gerod Smith, 47, of Baltimore, was found and arrested by police in Miami, Fla., on June 23 and was extradited to Howard County. Sheldon Lamart Richburg, 48, was arrested at the Maryland House of Correction in Jessup, where he was incarcerated on unrelated charges.

Both men have been charged with first- and second-degree murder, first- and second-degree conspiracy to commit murder, and use of a firearm in commission of a crime of violence.

Around 1:30 a.m. on May 16, 2013, Oliver was shot multiple times outside of his apartment in the 5200 block of Brook Way following an altercation.

Police said they got a call from a family member of Oliver's who reported hearing arguing and then gun shots outside. They then looked out the window and saw Oliver on the ground in a grassy area near the apartment building.

Another family member ran outside, police said, and performed CPR until paramedics arrived.

Oliver had been shot multiple times and was pronounced dead at the scene, according to police.

Further investigation led police to Smith and Richburg. Both men are being held at the county jail with Smith on $100,000 bail and Richburg without bail.
