Using grant funding for Howard’s bike network [Letter]

We have received many positive comments about BikeHoward Express, the accelerated plan to provide a 48-mile network of bicycle infrastructure during the next three years that County Executive Kittleman recently announced.

This is a focused and efficient plan that will make biking in Howard County easier and safer.

I have heard some misinformation about the funding for the project, however, so I want to provide some clarity, particularly regarding the estimated grant contributions.

The fact is 98 percent of the grant funding that will be pursued is for two projects that together constitute just 1.5 miles of the entire 48-mile network.

Both of these projects have already received some grant funding for preliminary design, making it likely that continued grant funding will be available for the final design and construction phases.

We are confident that grant funding will be available for these projects, but even if it is not, there will still be a strong bike network of over 45 miles in Howard County in the next three years.

My experience as a transportation planner focused on developing bicycle- friendly communities, including Arlington, Va., tells me Howard County is on the right track.
