Woman accused in attack of dog walker files charges

The Columbia woman charged by Howard County police with assault and animal cruelty for allegedly swinging a golf club at a dog walker in Harper's Choice has filed charges against the victim, who pepper sprayed her during the incident, according to court records.

Jaconda Wagner, 46, of the 5400 block of Harpers Farm Road, has filed a statement of charges against the victim, which alleges second-degree assault and a weapon charge.

Wagner faces first- and second-degree assault, aggravated animal cruelty, reckless endangerment, harassment and a weapon charge in connection with the Aug. 7 incident.

According to police, the victim told police Wagner tried to hit his leashed dog, a yellow lab, over the head with the golf club as it came close to her, according to the charging documents filed against Wagner. According to police, the dog "did not appear aggressive to anyone on the scene."

In the application for statement of charges filed by Wagner, which needs to be vetted by the state's attorney's office before any charges are levied, she claims she was crossing the street toward the victim when he "sent the dog at (her)."

Wagner claims she screamed and "swung (her) club toward the dog to keep it from getting on (her)."

In the charging documents, police said Wagner was pepper sprayed by the victim after she allegedly swung the club. Police said the victim was trying to wrestle the club away from Wagner when she allegedly swung the club and hit the victim in the elbow, causing cuts and bleeding, according to the charging documents filed by police.

The victim, who was treated at the scene, again sprayed Wagner in the face with pepper spray, according to the document.

According to police, this is not an isolated incident as Wagner has had prior "adverse contact" with other dog walkers in the community.

On Aug. 3, Wagner and the victim had a confrontation in which Wagner allegedly threatened him with a golf club, according to the document. On Aug. 4, Wagner, who was carrying the golf club, jumped in front of the victim's car as he was trying to leave the neighborhood and would not let him pass, according to the document.

In her statement of charges, Wagner also acknowledges it has been an ongoing incident, stating she has experienced multiple instances where neighbors "put their dogs on her."

In her statement, Wagner admits she doesn't like dogs and claims that the victim and other dog owners are "conspiring" to harass her.

Wagner was released Aug. 9 after posting bond, according to online court records.
