Howard police charge Baltimore man, woman with human trafficking at Elkridge hotel

Howard County police have charged a man and a woman, both from Baltimore, with human trafficking at an Elkridge hotel, the department announced Friday.

Norman Hightower, 39, and Nicole Marie Riley, 28, were each charged with prostitution and sex trafficking counts.

During an undercover operation, Howard police determined prostitution activity was occurring in a hotel in Elkridge on Feb. 24.

Police believe the two trafficked an 18-year-old woman and kept all of her money. The pair posted online ads, arranged appointments and booked travel for the woman, police said.

The woman was referred to services for assistance after Hightower’s and Riley’s arrests.

The pair is being held without bond at the Howard County Detention Center.

Howard police can offer treatment, housing and other help to victims of human trafficking. If someone suspects human trafficking, if they are a victim or know someone who is a victim, they can speak privately to a detective at 911 or 410-313-3200.
