Harford prepares for worst, hopes for best with Hurricane Joaquin
Harford County braced for torrential rain and other consequences from a nor'east storm and the possibility of at hit from Hurricane Joaquin, but with the hurricane turning farther out to sea and the rain subsiding for most of the day Saturday, the prospects for minimal storm impacts brightend considerably.
