February - Snow, snow, more snow and a permanent school superintendent

A 10-year-old Jarrettsville girl was impaled in the back by a piece of rebar in a sledding accident. The child was transported to a pediatric shock trauma center with injuries considered life-threatening at the time, but fortunately she was expected to recover.

Although a winter storm began the morning of Feb. 3, Harford County Public Schools officials decided to open. Students were only in school for a short time before school officials decided to dismiss them three hours early. Most of the severe weather was concentrated in the northern two-thirds of the county, prompting parents in that area at again talk about a special weather zone for northern schools.

Harford County Public Schools used their last inclement weather day Feb. 6. Students are required by state law to have 180 days of instruction. If any more days were needed because of inclement weather, the county would request a waiver from the state board.

The developers of the Eva-Mar property on Route 543 submitted a revised site plan, proposing fewer living units in the retirement community, but more single family homes.

The Bel Air Plaza McDonald's at the corner of Routes 1 and 24 was closed for a major renovation. The restaurant, built in 1974, would be demolished and rebuilt in the same spot. The major change would be in the layout, aimed at limiting traffic backups onto Route 1.

The Home2 Suite by Hilton, all-suite hotel brand designed for the business traveler, opened in Aberdeen near the Route 715 gate onto APG.

The biggest snowfall of the year was Feb. 13 when 12-18 inches fell. The county was more than $100,000 over its snow budget for the year before the latest storm hit.

Councilman Chad Shrodes sent a letter to the Maryland Secretary of Transportation asking the State Highway Administration to study the intersection of Route 23 and Grafton Shop Road. The intersection in Forest Hill has had major traffic accidents, including four fatalities in the last 10 years. Shrodes hoped the SHA would fund the design and construction of a roundabout.

The Harford County Board of Education appointed Barbara Canavan to a four-year term as superintendent of Harford County Public Schools. Canavan had been interim superintendent since July 2013 when Dr. Robert Tomback left.

The John Carroll School implemented "cyber days" for snow days. When schools were closed for the ninth and 10th inclement weather days, students were told to check their teachers' websites for the lessons and to complete their assignments at home.
