Restaurant, convenience store, car wash planned for Route 7 in Belcamp will affect two failing intersections

A 12,400-square-foot retail development planned in the Belcamp - Riverside area, near Ruby Tuesday, will affect two Route 7 intersections identified as failing, the developer's representatives said.On Wednesday, Harford County's Development Advisory Committee reviewed plans for the project, called Riverside East, to be built after consolidating five parcels to be subdivided into three lots on 7.61 acres on the east side of Belcamp Road, between Old Philadelphia Road and Route 7.The project would include a 5,371-square-foot convenience store with gas, a 1,440-square-foot car wash and a 5,600-square-foot restaurant on the site, which is zoned B3 for business, according to plans submitted to the county.The junctions of Route 7 and Belcamp Road, as well as Route 7 and Stepney Road, closer to Aberdeen, have been identified as failing, according to a traffic impact analysis done by the developer, Calriver LLC.The traffic study proposes a traffic signal at Belcamp Road and Route 7. Traffic mitigations at Stepney and Route 7 have already been prompted by three other projects, Amy DiPietro, of Morris & Ritchie Associates, said afterward.State Highway Administration is reviewing the traffic study but has no immediate objections to site plan approval, representative Rich Zeller said at Wednesday's meeting.Kevin Geraghty, representing Calriver LLC, said he does not have a specific restaurant, store or car wash identified to move into the shopping center.The site has several residences and several wetlands near Route 7, DiPietro told the committee. A stormwater plan has been submitted to the county. The development would have two entrances off of Belcamp Road.DAC chairman Moe Davenport asked the developer to consider coming up with another name for the project, because &quot;we have got a lot of 'Riverside' commercial properties.&quot;DiPietro said construction is projected to start in the third quarter of 2017.A required community input meeting held June 8, drew about five people, DiPietro said.
