Police identify victims in Saturday's fatal accident in Bel Air

The Bel Air Police Department has identified the victims in Saturday's fatal crash on Route 24, across from Harford Mall, as Stacy Rena Pell-Boulan, 47, and Caitlyn Elaine Boulan, 4, of the first block of Lake Fanny Drive in Bel Air, about a mile from where the accident occurred.

Police said Michael Brian Boulan, 16, previously identified as Ms. Pell-Boulan's son, survived the crash, which occurred around 2:30 p.m. when a Lincoln SUV, driven by Ms. Pell-Boulan, struck a tree in the median, between Boulton Street and Route 1, and burst into flames.

Michael Boulan was treated at the scene, police said earlier.

"There does not appear to be any other contributing factors at this point (such as another vehicle)," the police department stated on its Facebook page early Sunday afternoon.

"Witnesses indicated that the Lincoln appeared to be traveling from the mall side of Boulton Street and entered the lane closest to the center median (southbound on Route 24) when it struck the curb of the center median once and then a second time, entering the center median and striking a tree," the police department stated.

The BAPD, assisted by Maryland State Police, is continuing its investigation of the accident.
