Belcamp man charged with pretending to be police officer, trying to mace people on trail

A Belcamp man is facing charges of allegedly pretending to be a police officer and allegedly trying to pepper spray two people who were walking on a trail near his home, according to police charging documents.

Teodor Biebl, 32, of the 1200 block of Pearson Place, allegedly approached two men, identified himself as a police officer and asked what they were doing. One of the victims told police he recognized Biebl and told his companion to keep walking, according to charging documents.

Biebl then allegedly put his hand on his waist and appeared to grab a gun, saying he was "the police" and pulling out a black baton and a can of pepper spray in a menacing manner, according to charging documents.

The victim said Biebl tried to spray him, but he moved away from the spray, according to the charging documents.

Police found Biebl near his home a short time later. He had pepper spray and a silver metal "bail bonds" badge in his pocket, according to charging documents.

Biebl was charged with impersonating a police officer, two counts of having mace with intent to injure and two counts of second-degree assault.

"I am concerned about what I have read," Harford County District Court Judge David Carey said about the charges during a bail review hearing Tuesday.

Carey called the allegations "disturbing" and "rather bizarre." He set Biebl's bail at $15,000.

Biebl posted bond and was released from custody later the same day.
