Zane Shepard Clayton, 57, of the 4900 block of Villa Point Drive, was charged Thursday with failing to appear in court for a case in which he was charged with not wearing a seatbelt, failing to display a license and failing to display a registration card.

Taiamber Williams, 29, of the 1700 block of Fountain Rock Way, was charged Tuesday with disorderly conduct, disturbing the peace and obstructing and hindering.
Forest Hill
Sonya Corain Higginbotham, 32, of the 1700 block of Landmark Drive, was charged Tuesday with having, selling or transporting a registered firearm.
Ramon Edward Dobbins Jr., 33, of the 1700 block of Landmark Drive, was charged Tuesday with illegally possessing a firearm, illegally possessing ammunition, unlawfully selling or transporting a registered firearm and possessing a rifle or shotgun with a felony conviction.
Havre de Grace
A theft was reported Tuesday on Chestnut Street.
Havre de Grace police report:
Alan Thomas Sconion, 48, of the 500 block of Warren Street was arrested for allegedly breaking into an apartment on Tuesday and then being chased out by the occupants. He was charged with burglary, theft more than $100 and vandalism.
Four men entered a basement in the 400 block of Webb Lane on Tuesday. They took a safe and tried to take a PlayStation game system. Someone in the home confronted the burglars, and the game system was dropped. Another victim told police one of the burglars was holding a handgun. The four fled after the confrontation; no one was injured. The home is believed to have been specifically targeted.
Three rings were stolen Tuesday in the 1400 block of Bayview Drive.
