Legislation to start Harford County's comprehensive rezoning process drew little comment at County Council public hearing Tuesday evening.The council must still vote to officially launch the review process of zoning maps countywide, which would mean requests for piecemeal rezonings could not be processed during the review period.Melissa Lambert, county attorney, said the process would start Dec. 13 if the council approves the bill that was the subject of Tuesday's hearing.Director of Administration Billy Boniface said he has gone over the process with each council member and the Department of Planning and Zoning will have more detailed information on its website.The last comprehensive review was conducted in 2008-09. The process is expected to take about a year and, in Harford, usually generates some degree of public controversy. Hundreds of individual properties can be considered for zoning changes, usually to permit more development.The comprehensive zoning process typically follows the updated of the county master plan, which was completed in June with the adoption of a new plan dubbed HarfordNEXT by the county administration..Council President Richard Slutzky said he expects to vote on the legislation starting the comprehensive rezoning process at the council's Oct. 4 meeting.The bill would suspend any individual zoning requests in process for 18 months, starting from the date the bill take effect.
