Public hearings for Monday Bel Air meeting postponed

Two public hearings on development matters in the Town of Bel Air, which had been scheduled for Monday's town meeting, will be postponed, according to town officials.

Public hearings had been scheduled on a proposal to swap a small parcel in the memorial section of Shamrock Park for a larger parcel owned by neighbor Matthew Felton, as was one on legislation to limit the number of townhouse units built in a block.


Town Administrator Chris Schlehr said Thursday the proposed development regulation would limit townhouses to six to eight per block throughout the town.

Both public hearings will be rescheduled, however, since several town officials will not be present for the meetings Monday, and on March 18.

"It's a combination of staff and town commissioners not being able to make both of those meetings," Schlehr said.

Bel Air town commissioners, the mayor and town staffers gathered Tuesday for a work session to review Monday's upcoming agenda.

The agenda will include a presentation of a mid-fiscal year budget resolution. During the work session, Finance Director Lisa Moody presented a slew of changes to revenue and expenditures during the first half of the 2012-13 fiscal year, which required an increase of more than $44,000. The town budget year runs July 1 through June 30.

"There's a number of pluses and minuses, and when you add up all the pluses and minuses, it increases the Fiscal Year '13 budget by $44,782," Schlehr said Thursday.

The town administrator said the budget resolution will be presented to the town commissioners Monday, and the public will be able to weigh in during a hearing March 18.

The town commissioners will also be asked Monday to approve lease agreements with the operators of the Blue House Clothing Ministry at 23 W. Lee St. and of the Main Street Tower Restaurant and Lounge at 29 S. Main St.

Schlehr said the town has leased the Lee Street property to The Church of Reconciliation for several years for its clothing distribution center to needy residents.

The town commissioners will vote Monday to renew the lease. They will also vote on a new lease with the Tower to provide a portion of town-owned space next to the restaurant, which will be used for outdoor dining.

The space is between the restaurant and part of a downtown parking lot.

Commissioners will also review an addendum to the existing sewer service agreement between the town and Harford County; the county treats sewage generated in town at the Sod Run Wastewater Treatment Plant.

The town commissioners will recognize Southampton Middle School student Andrew Rosso for "outstanding performance" in school, and the promotion of Bel Air police Ofc. Christian Rider to corporal, Schlehr said.
