Bel Air commissioners receive revised list of properties recommended for rezoning

A planning commission recommendation to rezone 48 proprieties within the Town of Bel Air has been received by the Board of Town Commissioners, the latest step in the town's comprehensive rezoning process.The list of properties includes those selected by town planning staff and several submitted for rezoning by their owners. There are about 4,000 commercial, industrial and residential properties in the town.The list was whittled down from 51 properties after the Bel Air Planning Commission reviewed the recommendations Oct. 6.Two single-family houses in the 600 block of Moores Mill Road and a cluster of condominium units in the 100 block of Oak Moore Court off of Moores Mill, which had been slated for more intense residential zoning, were removed from the planning commission list after owners of those properties protested the up-zoning during the planning commission meeting, citing the traffic congestion in the neighborhood.The list of 48 recommended properties, to which the planning commission did not hear any objections, was incorporated into Ordinance 778-16 and presented for introduction at Monday's town meeting.A public hearing on the ordinance has been scheduled for 7:30 p.m. Nov. 7 at Town Hall, 39 N. Hickory Ave. The commissioners then have the final say on what properties are rezoned.Town Commissioner Phil Einhorn, who attended the Oct. 6 planning commission meeting, called it &quot;one of the most enjoyable sessions I have ever seen.&quot;&quot;We had three people that came with problems, and they went home very happy,&quot; he said Monday.The comprehensive rezoning comes after the approval of the town's 2016 comprehensive plan in June. State law requires local jurisdictions to update their comprehensive plans every 10 years and then &quot;revise their zoning classification to confirm to the newly approved plans,&quot; Planning Director Kevin Small told the commissioners.&quot;Zoning should reflect the potential for change to serve the needs of the neighborhood and community by regulating the uses that could impact properties,&quot; Small said.He said rezoning should support goals such as economic development, sustainable housing and stable neighborhoods.
