Body of 'unknown male' found at Atkisson Dam in Abingdon

Aberdeen Proving Ground is investigating a body found near Atkisson Dam in Abingdon Sunday afternoon.

The man found on the Aberdeen Proving Ground property was identified as William Ralph Almsteadt, 43, of Edgewood, according to Chris Grey of the Army Criminal Investigation Command's public affairs office. Mr. Almsteadt had no known affiliation with the Department of Defense, Grey said.

The Criminal Investigation Command continues to investigate Mr. Almsteadt's death and no further information is being released, Grey said Tuesday.

APG spokesman Kelly Luster had said Monday the body was of "an unknown male" but did not release any further details.

The body was found face-down at about 4:37 p.m. above the dam on Winters Run, Joppa-Magnolia Volunteer Fire Company spokesman Andy Doyle said Sunday via e-mail.

Grey said in his press release Mr. Almsteadt was found by a passerby.

The dam is on Winters Run, at the Harford Glen Environmental Education Center, and is federal property. Atkisson Reservoir was once a water supply for the Army, but is largely filled with silt and hasn't been used for decades.

Rescue officials from Joppa-Magnolia and Abingdon fire companies initially responded to a call for a water rescue, according to Joppa-Magnolia's Facebook page.

The firefighters reported being on the scene, along with the Harford County Technical Rescue Team, "with a dead victim in the water."

The incident was promptly handed over to APG investigators.
