Bail set at $150,000 for woman charged in Havre de Grace apartment fire

Bail was set at $150,00 Thursday for a 55-year-old Havre de Grace woman who was charged earlier this week with allegedly setting fire to her Havre de Grace apartment on Dec. 1.

Deputy state fire marshals arrested Kathy Lynn Ingram on Tuesday, after she was released from a hospital where she had been taken for an unrelated medical problem on the evening of the fire in the basement apartment she was renting at 215 S. Union Ave., the Maryland State Fire Marshal's Office said in a news release.

Reported at 6:41 p.m., one-alarm blaze brought 45 firefighters from Susquehanna Hose Company in Havre de Grace and fire companies from Aberdeen, who controlled the fire within 15 minutes after arriving on the scene, according to the Fire Marshal's Office.

The fire temporarily displaced 11 people and caused an estimated $60,000 in damage to the structure and contents, according to the Fire Marshal's Office. The property is managed by Dennis Apartments.

On the evening of the fire, Ingram was transported to nearby Harford Memorial Hospital on an unrelated medical emergency, after she made contact with officers from Havre de Grace Police Department, who had responded to assist the fire departments, according to the news release.

"The investigation later revealed Ingram was responsible for setting her apartment kitchen on fire," the release states.

Ingram is charged with first degree arson, second degree arson, malicious burning first degree and two counts of reckless endangerment, according to the Fire Marshal's Office.

Ingram appeared before Harford County District Court Judge Mimi Cooper for a bail review Thursday afternoon via closed circuit television from the Harford County Detention Center where she had been held since her arrest.

Cooper continued the bail at $150,000 after hearing from Ingram's public defender and an assistant state's attorney.

Assistant Public Defender Matthew Gravens said Ingram is not getting the medication she needs in the jail and requested that he be able to look into getting her treatment at an outside facility other than the jail. Cooper granted permission for him to proceed.

Ingram said during the hearing that she went straight from Harford Memorial to the jail and could not fill the prescriptions she received.

She remained in jail Thursday night.
