According to a State Police news release, shortly before 10 p.m. Thursday, troopers from the JFK Highway Barrack were dispatched to a reported hit and run accident along southbound I-95, south of the Route 24 interchange.

Arriving troopers obtained a description of a Chevrolet pickup truck that struck a Buick passenger car carrying two people, one of whom was a pregnant woman, according to the release. The pickup did not stop and fled from the scene, police said, and troopers immediately issued a lookout for the pickup.

Police said a Maryland Transportation Authority emergency roadway repair crew was working just south of where the crash occurred and had traffic stopped on southbound I-95, with a state trooper positioned at the construction site for added safety.

The trooper quickly located Kafka, whose escape had been prevented by the stopped traffic and by the heavy damage his vehicle had sustained in the crash, police said.

Troopers noted that Kafka was exhibiting signs of driving under the influence, according to the news release, and further investigation led to his arrest.

Kafka was taken to the Harford County Interagency Processing Center in Bel Air, where a court commissioner set bail of $25,000. He posted bond and was released from custody Friday morning, according to Kyle Andersen, a spokesperson for the Harford County Sheriff's Office.
