The Harford County Health Department hires a new deputy health officer

The Harford County Health Department has hired Dr. Jamie Sibel, a preventive health physician, as the county’s new physician deputy health officer, according to a news release. She began work on Sept. 7.

Sibel will provide medical oversight to clinical operations, focusing primarily on the health department clinics at Woodbridge Station in Edgewood and 1 N. Main Family Health Center in Bel Air.


“The Harford County Health Department is excited to welcome Dr. Jamie Sibel as its new physician deputy health officer,” acting health officer Marcy Austin said in a statement. “I personally look forward to working closely with Dr. Sibel and am thrilled to have her join our health department team.”

Sibel said in a statement that she’s excited to continue her work in preventive medicine with the Harford department.


“I am honored to serve Harford County in this role,” Sibel said in a statement. “My public health training and focus on prevention guides my mission to meet the health needs of the community. I look forward to addressing the health issues that are most important to the residents of Harford County.”

Sibel has a master’s degree in occupational therapy from Boston University, and a doctor of medicine and masters in public health from the University of Maryland School of Medicine. She has worked on the Maryland Department of Health’s statewide, school-based health center initiatives and perinatal care coordination. Her research projects on epidemiology have been published in various journals.

This is the first time in almost a year that the department has had a physician leading the department. Former health officer Dr. David Bishai was dismissed in October 2021 and Marcy Austin, who has been serving as acting health officer, is the other deputy health officer for the county but is not a physician.

“Health department leadership is in transition with the recruitment of the health officer in process,” said Ronya Nassar, spokesperson for the county health department. “Leadership in the health department consists of a physician and non-physician either in the role of health officer or deputy health officer. Dr. Jamie Sibel has been hired during this transition as the medical deputy health officer to fulfill the physician role for the Harford County Health Department.”
