Carroll Lutheran Village has named Steve Powell as vice president of finance to succeed Darrell Duggins, who will retire from full-time employment at the end of June, according to a release from Lutheran Village.
Powell has served Carroll County government since 1985, most recently as Chief of Staff providing management direction for the Board of County Commissioners on policy implementation, according to the release.
Prior to becoming Chief of Staff, he was Director of the Department of Management and Budget from 1988 through 2001, where he was responsible for the oversight and management of the county's multi-million dollar operating and capital budgets.
Powell earned his graduate degree in public administration from the University of Virginia.
He lives in Westminster with his wife and two children.
Carroll Lutheran Village is an accredited, not-for-profit continuing care retirement community in Westminster with approximately 700 residents in 398 homes and apartments, 50 assisted living suites in the Diven House and 103 skilled nursing beds in the Health Care Center.
