Early on in my political education, I learned to bypass the title of a bill and go straight to the fiscal note. Bills are generally titled with flowery, positive language that, more often than not, belies the actual intent of the law. Fiscal notes, however, are created by the nonpartisan staff of the Department of Legislative Services and provide an analysis of financial impact of the proposed bill on state and local government as well as include a description of the small business impact. Additionally, the fiscal notes create "a plain English summary of the bill and current law, plus relevant background information."
