Register of Wills enacts immediate change in response to audit

One issue was identified in an audit of three years of records for the Office of the Register of Wills for Carroll County, and the office immediately changed its practice to address the concern.

The Office of Legislative Audits found that the individual who prepared deposits and bank reconciliations also performed deposit verifications, in violation of the comptroller's guidelines, according to a report issued by the OLA.

With one person performing both deposit preparation and verification, collections could be misappropriated and not immediately detected, the report states. No misappropriation was found, but the OLA recommended that an employee not involved in collections perform the verification.

In a response attached to the report, Register of Wills Paul G. Zimmermann said that some personnel changes in January 2014 prompted consolidation of duties, but once the auditor pointed out the possible conflict a change was instituted immediately.

The audit was for March 2, 2011 to March 31, 2014, according to the report.
