Bill Gray, account manager for CareFirst, was guest speaker at the Oct. 9 meeting of the Carroll County Chapter, National Active and Retired Federal Employees Association, held at Bullock's Restaurant in Westminster.

Gray advised the 61 members attending the meeting what the revised rates and coverage changes would be under the federal health insurance plans for the upcoming year so they could make informed decisions during the "open season."

He also recognized Frances Kane as the chapter's "Annuitant of the Year." Kane has been an active member of the chapter since it was formed, and provided leadership and advice to all the presidents that has contributed to the growth of the organization.
