The Humane Society of Carroll County has launched an aggravated cruelty investigation in connection with the apparent drowning death of a dog.
The dog was found dead Tuesday, Feb. 28, in the water of Liberty Reservoir, according to a Humane Society news release. Its body was "tethered to a weighted object."
The Humane Society is offering a $500 reward for information that leads to an arrest and conviction of the person or persons responsible the dog's death. Those with information can contact Animal Control Officer Ed Smith at 410-848-4810.
