Alleged bank robber apprehended in Carroll

A Howard County man wanted for armed robbery of a PNC Bank in Woodbine last week was apprehended in Carroll County on Sunday.

Francis James Tugwell, 43, of no fixed address, was charged with armed robbery, robbery and theft, according to electronic court files. He is being held at the Howard County Detention Center on $150,000 bond.

The driver of the vehicle Tugwell was in, Melissa Lynn Shull, 32, of Virginia, was also arrested and charged with transporting a handgun in a vehicle, drug trafficking with a firearm, and two counts of possession of a controlled dangerous substance, according to electronic court files.

Shull is being held at the Carroll County Detention Center on $50,000 bond.

Troopers from the Maryland State Police Westminster Barrack were dispatched to the intersection of Md. 140 and Md. 91 and arrived to see multiple Howard County Police Department vehicles with emergency equipment activated surrounding a car, according to charging documents.

Howard County officers advised they were conducting electronic and visual surveillance on the car because they believed it was connected to Tugwell, according to the documents. Tugwell allegedly entered the PNC in Woodbine on Wednesday, passed the teller a note implying he had a gun and demanded money.

After visually identifying Tugwell as a passenger, police stopped the car, and while detaining Tugwell, they observed suspected drug paraphernalia, according to the documents. The car was moved out of the roadway and searched by police, who located a handgun, ammunition, suspected drugs and paraphernalia.
