Man charged with assault for allegedly hitting victim

A Westminster man is charged with assault for allegedly striking a female victim in the face during an argument.
Richard Eugene Tracey Jr., 55, of the 100 block of Stoner Ave., was being held at the Carroll County Detention Center on $7,500 bond Friday afternoon, according to electronic court files.
A Carroll County Sheriff's Office deputy responded to a report of an assault at a Westminster shelter on Sunday and met with the victim, who said she and Tracey argued that day and he became angry and hit her, according to charging documents.
The woman said Tracey struck her in the mouth, and the deputy saw dried blood from lacerations on her lips, according to the documents.
Tracey was arrested and taken to the detention center's central booking facility where officers found he had an untreated injury and he was taken to the hospital, according to the documents.
Tracey was returned to central booking Thursday for processing, according to electronic court files.
