Child Protective Services received a possible child abuse case referral in May and spoke with the victim, whose age is redacted from charging documents, at her school. The victim, who had injuries around her eye, told officials Topper hit her in the face when she was angry, according to the documents.

Investigators questioned Topper, who told them she must have accidentally hit the child's face while disciplining her, according to the documents.
