Man charged with stalking, sex offense

A man is charged with stalking and sexual assault for allegedly following an underage victim home and touching her inappropriately.

Michael Alan Suddath, 56, of no fixed address, is charged with fourth-degree sex offense, second-degree assault, stalking and harassment, according to electronic court files.


Westminster City Police met with the 15-year-old victim Thursday, Aug. 14 and she said that Suddath, a registered sex offender, allegedly made contact with her on multiple occasions and touched her inappropriately, according to the documents.

The girl told police that approximately two months ago, Suddath began approaching her and asking for hugs, sometimes in exchange for cigarettes, food or drinks, according to the documents.

The girl said that Suddath's behavior became more aggressive and he would come to her house and ask her to leave with him, according to the documents. He allegedly demanded that the victim go on a date with him and engaged in inappropriate contact.

On Thursday, the girl said that she was standing near the back of the Westminster library building when Suddath approached her and touched her without her consent, according to charging documents.

The girl said that she pushed Suddath away but he grabbed her and continued to assault her before she could escape, according to the documents.

Police met with the victim's father who said that he had warned Suddath to stay away from his daughter and that Suddath had been following her home regularly since March, according to the documents.

Suddath was held without bond after his arrest on Friday, Aug. 15, and released on his own recognizance Monday, Aug. 18 after a bail review in the District Court of Maryland in Carroll County, according to electronic court files.
