Man charged with sex abuse of minor, sex offense

A Taneytown man is charged with sex abuse of a minor and third-degree sex offense for allegedly touching a minor victim inappropriately in 2012.

Raven Stephen Scherr, 20, of the 4200 block of Copenhaver Lane, is being held at the Carroll County Detention Center on $150,000 bond, according to electronic court files.

A detective with the Carroll County Advocacy and Investigation Center met with the alleged victim, a now 15-year-old female, on Aug. 4, according to charging documents.

The alleged victim told investigators that, when she was 13, Scherr, who was 18 at the time, touched her inappropriately and discussed explicit topics with her on several occasions, according to the documents.

The victim and her mother agreed to call Scherr with investigators monitoring the call, and Scherr allegedly acknowledged the events that the victim asked him about and apologized, saying it was wrong and he did not want to hurt her, according to the documents.

Scherr also allegedly said that he would get help and that he wanted to keep the incidents between himself and the victim, according to the documents.

Investigators met with Scherr on Aug. 6 for a recorded interview where he allegedly admitted to touching the victim inappropriately and discussing inappropriate topics, according to the documents.

Scherr allegedly told investigators that he was abused as a child and that may have led to his actions, according to the documents.
